San Carlos Irrigation <br />and Drainage District favours opera~ional integration which will enhance <br />economies and efficiencies, <br /> <br />7, Operating Criteria at Glen Canyon Dam <br /> <br />The San Carlos Irrigation and Drainge District is strongly supportive <br />of the continuation of the existing10perating criteria at Glen Canyon Dam <br />and opposes any manipulation of riv~r flows which would reduce the current <br />generating characteristics of Glen. : <br /> <br />8, Contract Term <br /> <br />The San Carlos Irrigation and Drainage District cannot support too <br />strongly its position that a resource of less than 20 years represents a <br />material and significant change in ehe embedded cost of casp customers. <br />A contract of less than 20 years charges the nature of the resource <br />from a long term resource to a short: term resource and denies many <br />preference customers an adequate andi fair opportunity to plan their <br />systems around dependable resources and the replacement thereof. A <br />20 year contract with provisions for' reconsideration after 10 years <br />based on hydrologic conditions would be fair both to the United States <br />and to the customers. <br /> <br />9, CRSP Capacity Value <br /> <br />The San Carlos Irrigation and Drainage District believes that casp <br />capacity should be sold on the basisiof 75% exceedance values with an <br />option to customers for the purchaselof additional capacity above <br />adverse river conditions, and/or con~ingent capacity based at a rate <br />reflecting the contingency of that capaci~y. In the alternative, <br />Western should firm up the contingent capacity for its customers. <br /> <br />10. Federal E'roj ect Loads : <br />\ <br /> <br />In the absence of the development of ~ederal project loads, the pOwer <br />and energy should be marketed throughl casP customers on a recapturable <br />basis with a provision for five (5) o~ more years notice. This allows <br />the classification of the market~lg o~ the capacity as a firm basis <br />without denying federal project use lands the right to recapture as <br />required. . <br /> <br />54 <br />
