Projects Consolidation <br /> <br />The City of Safford opposes any consolidation which <br />might jeopardize the financial integrity of individual projects, <br />or place unfair and inequitable burdens on ratepayers. The <br />City of Safford favors operational integration which will <br />enhance economies and efficiencies, <br /> <br />3, Marketing Area <br /> <br />City of Safford believes the current marketing area <br />should not be changed. <br /> <br />4. CRSP Load Factor <br /> <br />The City of Safford members believe that Western <br />should recognize that some customers may require higher load <br />factors for certain conditions and situations and Western <br />should seek to accommodate those entities. CRSP power should <br />be marketed at not less than a seasonal load factor of 58.2% <br />and Western should give an option for delivery up to a 70% <br />load factor of energy after a suitable evaluation. <br /> <br />5. Service Seasons <br /> <br />The City of Safford dces not favor a change in <br />service seasons. It would cause a reduction on the amount of <br />power and energy available to customers. City of Safford <br />does support a flexible approach by Western to meet the <br />individual needs of customers when hydrological and <br />electrical system circumstances permit. <br /> <br />6, Minimum Scheduling <br /> <br />Minimum schedules are appropriate in the post 1989 <br />criteria as a continuation of existing criteria, Nevertheless, <br />minimum rates of delivery should nut be required in the absence <br />of physical limitations on the CRSP systems. <br /> <br />47 <br />
