~r. Al Gabio1a, Area Manage=

August 3, 1982

Page Two

in support or the original allocations and believes that the
original allocations should be retained as originally intended
in 1962; and rurther City of Safford believes that the
existing embedded costs of those resources should be
recognized by the United States.

City of Safford believes CRSP contracts to existing
customers chould be re-executed as originally agreed to by
the United States in both kilowatts and kilowatt hours in
the post 1989 period.

2. Projects Consolidation

The City of Safford opposes any consolidation which
might jeopardize the financial integrity of individual projects,
or place unfair and inequitable burdens on ratepayers. The
City of Safford favors operational integration which will
enhance economies and efficiencies,

3, Marketing Area

City of Safford believes the current marketing area
should not be changed.

4. CRSP Load Factor

The City of Safford members believe that Western
should recognize that some customers may require higher load
factors for certain conditions and situations and Western
should seek to accommodate those entities. CRSP power should
be marketed at not less than a seasonal load factor of 58.2%
and Western should give an option for delivery up to a 70%
load factor of energy after a suitable evaluation.

5. Service Seasons

The City of Safford dces not favor a change in
service seasons. It would cause a reduction on the amount of
power and energy available to customers. City of Safford
does support a flexible approach by Western to meet the
individual needs of customers when hydrological and
electrical system circumstances permit.

6, Minimum Scheduling

Minimum schedules are appropriate in the post 1989
criteria as a continuation of existing criteria, Nevertheless,
minimum rates of delivery should nut be required in the absence
of physical limitations on the CRSP systems.

47
