Flexible options for these future contracts will
enhance the quality of the CRSP Marketing Criteria and renew
these allocations to the CRSP customers that have come to depend
upon this re~ource.

We consider it very important thatithe capacity to be marketed
from the Colorado River Storage Pr6ject be sold not on the basis
of adverse water conditions, but on the basis of 75% exceedance
values. Additionally, we would like to see Western firm up such
contingent capacity for its customers.

We are also hopeful that Western will offer an option to its
customers whereby a maximum amount ,of energy is made available
to its customers under their contr~ct rate of delivery.
Accordingly, we support a delivery ,load factor of 70%.

44
