Box 11606 <br />Salt Lake City, Utah 84147 <br /> <br />! ~~~.';~'~~,:~~~j <br /> <br />Dear Mr. Gabiola: <br /> <br />Thank you for your prese:1tation of June 10, 1982 <br />concer:1i:1g your proposed power marketi:1g plan for Colorado <br />River Storage Project power. <br /> <br />These comments are submitted on behalf of the Queen <br />Creek Irrigation District, the San Tan Irrigation District <br />and the Electrical District #5 Maricopa. All three <br />Districts are located south and west of Phoenix, Arizona <br />and are rela.tively small users that receive their <br />allocations through wheeli:1g contracts with the Salt River <br />Project. <br /> <br />Before addressing these specific issues that were <br />presented, I would like to explai:1 the position these <br />Districts have i:1 their power usage. One of the key aspects <br />of most utilities, is not so much the production of energy <br />as the provision of sufficient capacity to meet peak <br />demands. Our situation is conSiderably different. Under our <br />wheeling contracts, the capacity is guaranteed. The prices <br />are roughly comparable to those of the Colorado River <br />Storage Project. In addition, if capacity purchases by our <br />districts exceed certai:1 levels defined by the wheeling <br />contracts, we receive a double charge for the capacity. <br />This is not to say the capacity is not useful to us but <br />that care must be taken on our part to get the right mix of <br />power and energy to prevent unnecessary double charges. <br /> <br />Our basic request, therefore, is that the Colorado <br />River Storage Project attempt to make available, a mixture <br />of high load power and 0 or low load power so that the <br />different customers can, within limits available, design <br />their". own composite factor appropriate to meet their needs. <br /> <br />27 <br />
