Both the Irrigation & Electrical Districts
Association and the Colorado River Energy Distributors
Association have already filed comments with you on these
criteria. We will try not to repeat those comments but this lack
of comment should not be taken a~ lack of support. We support
and endorse those comments.

Rather, we would like to fo.!:us on the discussion you had
with the CREDA Marketing Committee that indicated that Western
was willing to discuss some additional flexible points in
contracts which would assist the preference entities in meeting
their load requirements. .We a,re ~ncouraged that you are willing
to consider a 70% load factor fori some customers, as well as the
purchase of capacity for firming ~ontracts in water short years.
We want you to know that we are ihterested in these options and
others that have been discussed. i We think t,hat these options
would be valuable additions to th~ CRSP Marketing Criteria and
would assist you in maximizing the resource, as well as the
benefit that can be derived from it py the preference customers.

We strongly urge you to rene~ contracts with the existing
contractors. We depand heavily o~ this vital resource to remain
a viable entity providing a vitaJlly needed service to our
customers. We thank you for the qpportunity to comment on these
proposed criteria and we look foirward to receiving further
information from you on these crit~ria as it becomes available.

~.
