We supply electric power
to the irrigation pumps of the farmers that make up our District. Our
District was formed after the original contracting for CRSP power and
energy and therefore has no hydroelectric resource at this time. We are,
however, qualified to receive treatment as a preference customer upon the
reallocation of Colorado River Storage Project power and energy, We under-
stand that there may be some of this resource available after 1989 abova and
beyond the amounts necessary for renewal of contracts.. We have previously
written to you about this matter expressing our interest and we wish to
renew that position with you.

Electrical District No, One is' a member of the Irrigation and
Electrical Districts Association of Arizona and the Colorado River Energy
Distributors Association. We support the comments that these associations
have filed with you on post-1989 CRSP Marketing Criteria. We are ready,
willing and able, nevertheless, to contract for CRSP power and energy
should some of the resource be available after 1989 to qualified entities
such as ourselves that have not previously had contracts.

We think it is very important that Western offer an option to its
customers whereby a maximum amount of energy is made available to its
customers under their contract rate of delivery. Accordingly, we support
a delivery load factor of 70%.

17
