y
./
,./

Mr. Clifford I. Barrett
May 3, 1982
.page 2

4. In addition to the economic advantages, the
uprating program would prov~de assistance in meeting
the Nation'is energy need, would provide additional
capacity needed as reserve during emergency conditions
and would provide capacity needed at times of outages
for maintenance and repair.

5. The additional capacity of the uprating program
would assist in meeting the Nation's goal of. decreasIng
its dependence on foreign oil through storage and
exchange of excess energy to meet system peak load
requirements.

6. The development of hydroelectric power would be a
clean and renewable resource, thus meeting the goals of
the Clean Air and Water Acts, while saving the Nation's
non-renewable resources.

7. In addition, the Authority has learned that the
present release pattern at Glen Canyon has been opposed'
by special interest groups in order to provide for more
convenient recreational boauing on the Colorado River
below Glen Canyon Dam. The Authority does not believe
that a change in the water release patterns from Glen
Canyon (merely to make the tiver more convenient for
recreational uses) would be in the best interests of
the greater number of people of the southwest who
receive and are dependent on! Glen Canyon hydroelectric
power 1 to. do so would reducejthe efficiency of
operations at the power plan~ and would adversely
affect the savings and. benefits which flow from hydro
power.

Therefore, for the above reasons, the Arizona Power
Authority fully supports the Glen Canyon Powerplant Uprating
Program as proposed and as presented by the Bureau of
Reclamation.

SincErely,

ARIZONA POWER AUTHORITY

O{'W~ -a~

L.. S. Ormsby . ~
A4ministrator

gs

xc: The Honorable Bruce Babbitt
Arizona State Clearinghouse

8
