Annual work plan <br />development begins in March of the prior year when the "Program Guidance," similar to a request <br />for proposals, is issued. The Program Guidance contains the rationale, goals, objectives, expect- <br />ed product and schedule for each requested new project. Interested principal investigators submit <br />proposals or "scopes of work" for these projects by the end of April. Program staff revise thesc <br />scopes of work and submit a recommended work plan to program participants in June.
