<br />002987 <br /> <br />The nine regional .later pollution control boards are charged with <br />the responsibility for preventing the undesirable effects of waste <br />discharges by means of "aste discharge requirements. Pollution is <br />defined as an impairment to the g,uali'ty of waters of the State by sew- <br />age or industrial wastes to a degree which does not create an actual <br />hazard to the public health. <br /> <br />These .agencies all working together constitute the water g,uality <br />control organization for the State of California. The uniqueness of <br />the program in California is the fact that the control of water g,uality <br />has progressed beyond the narro" concept of the control of pollution <br />from waste discharges and encompasses the utilization of water quality <br />as a tool and objective of water resources planning. The Water Quality <br />Control Board which is central to the concept is in the formulative <br />stage and involved in developing the policies which it will operate. <br />At least a year will be reg,uired to develop a formal picture of the <br />progress which will be made. <br /> <br />, <br /> <br />. <br /> <br />5 <br /> <br />i- <br />
