CHAPTER III STUDY ORGANIZATION Lead Agency Water and Power is the lead agency for conducting the study: therefore, it win be responsible for administe1:"ing the funds allotted to the study and for schedu1 ing the various activi.ties necessarv to conduct the study. The Commissioner has delegated responsibility for performance of the study to the Upper Colorado Regional Director, who in tu~n has delegated it to the Projects Manager of the Durango office. The Projects Manager has further delegated the specifics of conducting the study to th" vari.ous divisions witnin the Durango office; for instance. t"e environmen- tal division wi.ll be responsible for the environmental. aspects of the studv. A study team leader is appoi.nted to organize and coordinate all aspects of the schedu 1 i ng and study. His ro1.es include: responsible to management for funding, assure an effective team process with completion of functj ons prescribed by team~ assures input ; s received f,..om all membe~s, and facilitates completion of team objectives. An objective of the study organization is to reach a consensus among the teams and various interests groups on decisions; "owever. as lead agency. Water and Power has the final responsibility for the studv. Planning Team The planning team would be an interdiscipli.na1:"Y group formed to oversee the p1:"ogress and content of the study.
