Title <br />II, authorizing a basin-wide salinity control program, was added, though the Executive Branch <br />has never shown any enthusiasm for funding the projects in the program. The Congress <br />declared in the Act that replacement of the brine stream from the desalting plant was a national <br />obligation, but was silent on possible sources of replacement water. (The Federal government <br />does not, in fact, own any water in the Colorado River Basin.)
