SUMMARY

for future OM&R work on the on-farm features would exist with the indi-
vidual water users. The UVWUA would continue to administer the Uncompahgre
canals and laterals. They will also administer the construction of the
on-farm features.

Cost allocation and repayment analysis

The cost allocation and repayment plan for the winter water replace-
ment program is shown in Table S-3 and was based on Public Law 98-569,
which authorized construction of the Lower Gunnison Basin Unit.

Table S-3
Cost allocation and repayment
Item
Capital costs to be allocated
Construction costs
Interest during construction
Total
Less preauthorization investigation cost
Costs to be allocated
Nonreimburs~ble (70 percent)
Reimbursable (30 percent)
Repayment of reimbursable costs
Lower Colorado River Basin Development Fund (85 percent)
Upper Colorado River Basin ~ynd (15 percent)
Annual payments require~
Increase in annual OM&R costs f~f unit
Nonreimbursable (70 percent)-
Reimbursable (30 percent)
Repayment of reimbursable annual OM&R costs
Lower Colorado River Basin Development Fund (85 percent)
Up er Colorado River Basin Fund (l5 percent)
1 Excludes interest during construction because the
pays as costs are incurred.
2/ Based on 50 years with interest at 7.5 percent.
1/ Amount to be/appropriated yearly from Congress.

Amount

$27,636,000
3,119,000
30,755,000
-475,000
30,280,000
21,196,000
9,084,000

1/
_ 6,926,000
1,363,000
105,000
356,100
249,300
106,800

90,800
16 000
Lower Bssin

Environmental, Social, and Cultural Resources Considerations

The primary effect of the winter water replacement program will be
a long-term reduction in salt loading to the Colorado River system,
which will help maintain water quality for downstream water users.

Short-term impacts on population, employment, income, schools, hous-
ing, and public services are not expected to be significant, but the
impacts of additional jobs and increased income to the area will benefit
the two counties economically and socially. Construction impacts such
as dust pollution, noise, and erosion will occur but will be reduced by
environmental protection measures, as will traffic disruptions. Irriga-
tion water deliveries will not be interrupted.

S-5

001785
