<br />- . <br /> <br />,. <br /> <br />- <br /> <br />-2- <br /> <br />Since the Department is committed to the demonstration of potable <br />reUse it is prepared to fund a fair portion o~ this large expense. <br />Because of the national significance of the project, however, the <br />Department has actively been seeking supplimental funds, in the <br />form of federal grants. Several Unsuccessful attempts have been <br />made to obtain funds from EPA under many of its programs. <br /> <br />As the latest in these funding efforts, the Denver Water Department <br />again submitted a grant application to EPA in December, 1977 in <br />light of Fiscal Year 1978 legislation, Public Law 95-155 and Public <br />Law 95-119. The grant request was rejected in a June, 1978 letter <br />by Assis.tant EPA Administrator, Barbara Blum because of "budgetary <br />considerations." It appears that EPA has interpreted the legisla- <br />tion as providing authorization but not providing the necessary <br />appropriation. <br /> <br />The Department has been working with various congressional people <br />to provide the necessary legislation in Fiscal Year 1979. It <br />appears, however, that other interests have been more successful in <br />lobbying efforts. Congress is currently working on legislation to <br />enable funding of "agricultural reuse research" under which the <br />Department may again apply for funds. It is probable, however, <br />that EPA may rely on the letter of the law and be unable to fund <br />the Denver Potable Reuse Research Project. <br /> <br />Meanwhile, the Denver Water Department is continuing its reuse re- <br />search on a pilot scale by funding two additional graduate projects <br />in the study of selective ion exchange for ammonia removal and <br />ozonization as an oxidant. <br /> <br />The Department is continuing its efforts on the congressional <br />front, hoping that adequate and successful legislation will ~~erge <br />from Washington in a timely manner, <br /> <br />Cr.'aDO <br />~,:i v \..l .~ <br />
