ARMSTRONG <br /> <br />We mUSt relate these activities not to dollars spent, cubic yards of concrete placed, or miles of <br />canals built, but to their contribution to making life better for people-physically, economically, and <br />environmentally, <br /> <br />In our westwide survey, we must consider all n~eds and uses of our water resources and how <br />people will be affected, This is one of the reasons we are seeking close collaboration with the states <br />and related entities in tooling up for this survey. <br /> <br />The Bureau of Reclamation is a service agency which, above all else, must relate to people and <br />be responsive to their needs and desires.
