GLASGOW, JR. <br /> <br />Reservoir (a part of the recently authorized Central Arizona Project), a concrete channel through the <br />developed area in Phoenix and, in the event flood control storage in Orme Dam is not feasible, <br />levees through the City of Tempe and the phoenix metropolitan area, <br /> <br />In the phoenix metropolitan area is our flood control study for the Glendale-Maryvale-South <br />phoenix areas. These three communities are subject to severe flooding primarily during the suminer <br />months from intense thunderstorms. Protection of the Glendale,Maryvale area, it is believed, can be <br />provided by a system of channels diverting floodwaters westward to the New River and the Aqua <br />Fria River. Currently, the Corps is studying the feasibility of a combined highway,flood control <br />project, as the Arizona Highway Department is planning to construct Interstate Highway 10 about a <br />mile south of the proposed Maryvale flood channel. Protection of South phoenix can be most easily <br />accomplished by construction of a diversion levee and a detention basin, <br /> <br />. <br /> <br />The Santa Cruz River Basin Study is aimed primarily at solution of flood control and water <br />conservation problems. The investigation is being conducted concurrently with and coordinated with <br />the feasibility study for the San Pedro,Santa Cruz Rivers now under preparation by Region 3 of the <br />U. S, Bureau of Reclamation. <br /> <br />~ <br /> <br />I <br />I <br /> <br />In the areas of planning and construction, we have projects on the Gila River downstream from <br />Painted Rock Dam; from camelsback Reservoir site to salt River; and the proposed Camelsback Dam <br />in Graham County, Arizona. Along the Gila and Salt Rivers in Maricopa County, Arizona, is the <br />proposed levee and channel improvement project. We also have authorized projects on Pinal Creek in <br />Gila County, Santa Rosa Wash in Pinal County, the Winslow Project in Navajo County, at Indian Bend <br />Wash about 10 miles east and southeast of Phoenix, and in phoenix and its vicinity is the project that <br />calls for construction of detention basins at Cave Buttes, Dreamy Draw, Adobe and Lower New <br />River; the Union Hills and the Arizona Canal Diversion channels; and channel improvements on Cove <br />Creek, Dreamy Draw, Skunk Creek, New River and Aqua Fria River. These are all in Arizona. <br /> <br />Here in Nevada there appears to be local interest in the reactivation of the project for Las Vegas <br />Wash and Tributaries. This project was placed in an "inactive" category in 1964, <br /> <br />Throughout the region, we also have completed a number of Flood plain Information Reports. <br />Others are scheduled and will be studied in the future depending upon the availability of funds, <br /> <br />The Corps, of course, is active along with eight other Federal agencies, as well as several agencies <br />from each of the seven States engaged in Framework Studies which cover the Colorado River Basin. <br />These studies will provide a broad guide to the best use or combination of uses of water and related <br />land resources to meet foreseeable short- and long-term needs. They are not expected to result in <br />project authorizations. I have been asked to describe, briefly, the status of these studies, <br /> <br />'. <br /> <br />The studies will result in a report with 17 independent appendices for each of the Upper and <br />Lower Colorado River Regions. The latest quarterly status reports covering the three, month period <br />ending 30 September 1969 show that we are progressing but are a little behind schedule. Septem. <br />ber 30 was a significant date, since at that time first drafts of 14 appendices for each region were due. <br />The status reports indicated that ten of the drafts for each region were distributed on schedule, two <br />were expected to be about one month late, but the other two were unscheduled at that time. <br /> <br />At the present time, several activities are in progress. (1) The first drafts of the appendices are <br />being reviewed preparatory to finalization which is scheduled to be initiated about 1 December 1969. <br />(2) plan formulation is in progress for both the Upper and Lower Colorado River Regions.
