These objectives
include the following:

1. Provide an equal opportunity for all persons or groups to
improve their income and quality of life.

2. Include contributions to (1) reducing risk of flood, drought,
and other disasters affecting the security of life, health, and safety;
(2) reducing the concentration and exposure to air pollution; and
(3) providing a year-round choice of foods which contribute to the
improvement of national nutrition.

3. Provide for contributions to (1) improved opportunities for
community services such as utilities, 'transportation, schools, and
hospitals and (2) more cultural and recreational opportunities such
as historic and scientific sites, lakes, reservoirs, and accessible
recreation areas.

4. Enhance opportunities for flexible reserves of water supplies,
provide for critical power supplies, provide for reserve food produc-
tion potentials, and provide for dispersal of population and industry.

17
