<br /> <br />Most of the state's water problems cannot be solved by any "one <br />time acti on;" they must be control 1 ed by a continui ng management program. <br />In solving these diversified problew~, as in any evaluation procedure, <br />a system of priorities must be established. The priorities used by <br />Arkansas are: <br /> <br />0 <br />c":l 1- Municipal and industrial water supply; <br />(0"1 <br />CO 2. Flood control and/or drainage; <br />CJ1I <br />W 3. Irrigation (water conservation); and <br /> 4. Erosion and sediment control. <br /> <br />Each of these problems is an obstacle to progress.
