WATEN <br />CONSERVATlflN '''ARB <br /> <br />DRAFT OF <br />PROPOSED PROGRAM <br />OF THE <br />PHREATOPHYTE SUBCOMMITTEE <br />PSIAG <br /> <br />At the request of the Executive Subcommittee, there follows a <br />statement of the proposed program of the Phreatophyte Subcommit'j;ee. <br /> <br />OBJECTIVE <br /> <br />The primary objective of all phreatophyte-control programs is <br />to produce beneficial results that will justti'y the costs of the <br />program. These beneficial results may be water conservation, change <br />from non-beneficial to beneficial vegetation (land enhancement), <br />flood prevention, and improvement of water quality. Non-beneficial <br />results may include reduction of wildlife habitat, deterioration or <br />water quality, and the creation of wetlands by raising the water <br />table. The net benefits from any control program stem from the con- <br />sideration of all of these effects. <br /> <br />Careful evaluation of all costs of a control program must be <br />made, including not on1y first costs, but also the average annual <br />costs of maintaining the control area to the optimum condition <br />required to realize the average annual benefits claimed for the <br />program. <br /> <br />These factors, then, are the ones required to determine the <br />economic feasibility of engaging in programs of phreatophyte control. <br /> <br />It is the ultimate ob ective of the Phreatophyte Subcommittee <br />to guide, suggest, and ass s member agencies in lines of endeavor <br />which will lead to answers concerning benefits and costs of phreato- <br />phyte control as a measure of the worth of such programs. <br /> <br />PAST, PRF-SENT, AND FUTURE ACTIVITIES <br /> <br />Past accomplishments of the Phreatophyte Subcommittee from its <br />formation in 1950 to year end 1961 were enumerated in a report to <br />the parent committee at the 61-4 meeting in Las Vegas, Nevada.
