Accountinq Procedure

An accounting procedure to simulate reservoir elevations,
stored inflows, evaporation losses. and storage releases to the
river shall be utilized as set forth herein to operate the
system. The tables described below shall be prepared to aid in
data computation and in carrying out the operations study.
While the water budget in Table 5 is sufficient to model the
fluctuation of the total reservoir contents. a more detailed
operations analysis of each entities' storage account and
evaporation loss account will be necessary to insure that each
entity has sufficient storage rights to satisfy both its
evaporation obligation on the permanent pool and to meet its
augmentation requirements.

Table 1 - Storable Inflows

Each entity will provide a tabulation of the storable
inflows to the reservoir. on a monthly basis, for each of
the hydrologic cycles analyzed under the water rights it
will allocate to Bear Creek Reservoir.

Table 2 - Releases to the River

Each entity will provide a tabulation of the releases from
the reservoir. on a monthly basis, that will be needed to
cover its out of priority diversions.

Tables 3 & 4 - Evaporation Losses Worksheet

This worksheet provides for a systematic calculation of the
monthly evaporation losses from the total reservoir as well
as the allocation of these losses to the permanent pool.
the storage accounts. and the evaporation loss accounts.

Table 3 is for Scenario A, where evaporation is allocated
between the State and Indian Hills, Genesee, Evergreen. and
Morrison. Table 4 is for Scenarios Band C. where
evaporation is allocated between the state and the six
entities.

Table 5 - Reservoir Operating Plan

Table 5 is an accounting of beginning of the month (BOM)
contents. total inflows. releases to the river and
evaporation losses, and the end of month (EOM) contents.
It also provides the end of month (EOM) reservoir
elevations.

Table 6 - Accounting Sheets

Table 6 is an individual accounting sheet for each entity
(Table 6-State, etc.) that accounts for inflows. releases
to the river, and evaporation losses to each account.
