<br />. <br /> <br />. <br /> <br />" <br /> <br />It requires that water delivered to Mexico upstream from <br />Morales Dam, the Mexican diversion, have an annual average salinity <br />of no more than 115 ppm (plus or minus 30 ppm) of total dissolved <br />solids more than the annual average salinity of Colorado River <br />water arriving at Imperial Dam, the last major d1version north of <br />the Mexican border. <br /> <br />Public Law 93-320, the Colorado River Basin Salinity Control <br />Act, signed June 24, 1974, provides for "Programs Downstream from <br />Imperial Dam." Part of these progra...,ns includes a desalinization <br />plant at Yuma, Arizona, to desalt the drainage wate~ from the Wellton- <br />Mohawk Irrigation and Drainage District. The desal~ed water could <br />then be blended with the river water to achleve the desired salinity <br />level. By reducing the volume of drainage flows from the 1972 level <br />of over 200,000 acre-feet annually, the size of the proposed desalt- <br />ing plant can be reduced. For each dollar spent on the onfarm <br />Irrigation Improvement Program. the cost of the desalting plant could <br />be reduced by $6. <br /> <br />During the period, 1970 through 1972, the average onfarm irri- <br />gation efficiency for the district was 56 percent (crop requirement <br />divided by water delivered to the farm). This reflects an average <br />irrigation efficiency of about 33 percent on the mesa farms and 65 <br />percent on the valley farms. <br /> <br />A reduction in deep percolation of 78,000 acre-feet per year is <br />expected to be the result of the irrigation improvement program which <br />should result in an average onfarm efficiency level of 72 percent. <br /> <br />Recent studies indicate that the deep percolation can be reduced <br />an additional 50,000 acre-feet per year if b1e average onfarrn effi- <br />ciency in the district was inc~eased to 81 percent ~it~ an extension <br />of the present program.
