Monitoring of the stabilization results will be
required. The purpose of the bank stabilization program is
to minimize Facility-induced erosion. This program is
designed to maintain the existing wetland resource. The
Sponsors shall'mitigate wetland losses documented in the
monitoring program. A section 404 Permit must be obtained
for these activities prior to initiation of the Facility's
construction. This permit may contain additional
environmental protection measures as designated by the COE.

4. Wetland losses due to construction and .operation activities
will be mitigated by creation' of replacement wetlands, per
requirements in theFEIS and per any additional requirements
in the Section 404 Permit. If section 404 Permit conditionS
differ from the FEIS, the more stringent requirements will be
followed.
