Monitoring of the stabilization results will be <br />required. The purpose of the bank stabilization program is <br />to minimize Facility-induced erosion. This program is <br />designed to maintain the existing wetland resource. The <br />Sponsors shall'mitigate wetland losses documented in the <br />monitoring program. A section 404 Permit must be obtained <br />for these activities prior to initiation of the Facility's <br />construction. This permit may contain additional <br />environmental protection measures as designated by the COE. <br /> <br />4. Wetland losses due to construction and .operation activities <br />will be mitigated by creation' of replacement wetlands, per <br />requirements in theFEIS and per any additional requirements <br />in the Section 404 Permit. If section 404 Permit conditionS <br />differ from the FEIS, the more stringent requirements will be <br />followed. Lands for wetland replacement will be acquired <br />prior to:construction and a wetland replacement plan will <br />have to be approved by Reclamation prior to construction. <br />Wetland replacement will include mitigation of wetlands along <br />the AB Lateral that are not covered under the section 404 <br />Permit. Monitoring of wetlands will be required and <br />additional wetland replacement will be required if monitoring <br />documents unexpected or unmitigated losses. <br /> <br />In addition, endangered, plant ,losses will be reduced by <br />construction techniques; arid land acquisition for protection <br />of the endangered plants will be completed prior to <br />construction. <br /> <br />\1 <br /> <br />JJ: <br />{ <br /> <br />,~ <br /> <br />5. Other measures specified in the FEIS to protect natural <br />, resources including fish and wildlife, endangered sPecies, " <br />cultural resources, visual resources, and recreation will be <br />included in the lease of power privilege contract~ <br /> <br />VII. BASIS fOR DECISION <br /> <br />Alternative E provides for long-term hydropower production ,to <br />benefit economic and social conditions in the region while <br />providing measures to ensure environmental protection. Economic <br />and related environmental benefits include: production of energy <br />from a nonpolluting renewable resource; expenditure of <br />approximately $60 million during construction; provision of <br />substantial revenues to the UVWUA members for maintenance and <br />upgrading of the UVRP and for stabilization of water costs; <br />payment of $400,000 to $800,000 annually in County taxes, <br />creating one of the largest taxpayers in Montrose County; and <br />short- and long-term employment and secondary economic benefits <br />in Montrose and Delta Counties. <br /> <br />11 <br /> <br />
