<br />791 <br /> <br />. River diversions will be monitored to assess any potential impacts to diverting river flow. <br /> <br />. The New Mexico Department of Game and Fish will monitor fisherman use and catch rates <br />within the trout fishery section of the San Juan River. <br /> <br />hnpacts of the test itself are not anticipated to be significant because of its short duration and because the <br />test does not represent any long-term decision. Information gained may also assist in the development of <br />ideas that can reduce the impacts oflong-term changes. However, Reclamation will maintain the option <br />of ending the test early if significant problems occur with irrigation diversions, aquatic resources, or <br />other resources. The following events would be considered by Reclamation in any decision to terminate <br />the test: <br /> <br />. Notification from the New Mexico State Engineer that releases were not sufficient to protect <br />senior water rights downstream. <br /> <br />. Notification from the New Mexico State Office of the Fish and Wildlife Service that endangered <br />species were being adversely affected to the degree that the test should be terminated. <br /> <br />. Notification from the New Mexico Game and Fish Department that significant losses were <br />occurring to the trout fishery. <br /> <br />. Gage data showing flows below 500 cfs downstream from Farmington. <br /> <br />. A determination by Reclamation that public health or safety was being compromised by the test. <br /> <br />Results of the test will be compiled and available to the public upon request. News releases will <br />announce the tests, and Reclamation officials will be available to provide information to media during <br />the test. <br /> <br />We would like you to let US know of any issues and concerns you have associated with the proposed low- <br />flow test. Comments may be mailed to Bureau of Reclamation, Western Colorado <br /> <br />Area Office, 835 Second Avenue, Durango, Colorado 81301.
