ARTICLES OF ORGANIZATION AND PROCEDURE FOR AWRBIAC !/

ARTICLE I - ORGANIZATIONAL PATTERN

Section 1. Advance Selection of Chairin~ A~ency

a. The Chair agency (State or Federal) shall be selected annually
by a majority of members at least one year in advance of serving. The
Chair selects from his agency the Secretary for the AWRBIAC to serve
during his term of office. The operating year for AWRBIAC shall begin
July 1.

Section 2. Establishment of the Administrative Committee

a. An Administrative Committee, consisting of five members, shall
be established in accordance with provisions below: the Secretary of
AWRBIAC, who shall be Chairman; and two Federal and two State represent-
atives, The Chairman shall have a vote only in case of tie.

b. The next incoming Chairing agency shall automatically become
one of the members, and shall serve for two years, the second year as
Chairman. Other members shall be selected from the remaining agencies
by majority vote of the members in separate Federal and State caucuses
at the close of the operating year to replace the members whose term
expires.

c. In the event of a vacancy, a new caucuS shall be conducted to
fill unexpired terms,

d. AWRBIAC representatives or alternates may sit with the Admin-
istrative Committee in work sessions, and the Administrative Committee
may invite others, when necessary; however, only Administrative Committee
members shall vote in committee proceedings.

e. Each agency, Federal and State, shall designate one person by
name to be available to serve at work sessions of the Administrative
Committee, when requested,

f, The duties of the Administrative Committee shall include:

(1) Formulation of meeting agenda.

(2) Selection of meeting sites.

(3) Summarization, when necessary, of program material, reports,
or papers.
