<br />CHARTER FOR AN
<br />ARKANSAS-WRITE-RED BASINS INTER-AGENCY COMMITTEE
<br />
<br />1. INTRODUCTION - In accordance with the desires of the Federal
<br />agencies and the States concerned, this charter establishes an Arkansas-
<br />White-Red Basins Inter-Agency Committee in consonance with a letter of
<br />April 10, 1966, from the President to the Secretary of the Interior as
<br />Chairman, Water Resources Council, and a memorandum of April 27, 1966,
<br />from the Executive Director, Water Resources Council, to Field Committees
<br />and Subcommittees of the Inter-Agency Committee on Water Resources.

<br />2. PURPOSE - It is the purpose of this agreement to provide in
<br />the Arkansas, White, and Red River Basins facilities and procedures
<br />for the coordination of the policies, programs. and activities of the
<br />Federal agencies and States in the field of water and related land
<br />resources investigation, planning, construction, operation and main-
<br />tenance; provide means by which conflicts may be resolved; and to
<br />provide procedures for coordination of their interests with those of
<br />other Federal, local governmental, and private agencies in the water
<br />and related land resources field.

<br />a. For this purpose there is established an Arkansas-White-
<br />Red Basins Inter-Agency Committee. The Committee shall be composed of
<br />representatives of each of the following Federal agencies and States
<br />which elect to participate: the Departments of Agriculture; Army;
<br />Commerce; Health, Education, and Welfare; Housing and Urban Development;
<br />Interior; Labor; Transportation; and the Federal Power Commission; and
<br />the States of Louisiana, Missouri, Arkansas, Texas, Kansas, Colorado,
<br />Oklahoma, and New Mexico.

<br />b. The Federal members of. the Committee shall be designated
<br />by the Head of the Federal agency they are to represent, and shall
<br />preferably be resident in the area.

<br />c. The governor of each state desiring to participate shall
<br />designate the member of the Committee for his state.

<br />d. Committee members may designate other officials to serve
<br />as alternates.
<br />
<br />e. Federal agencies will participate in the work of the
<br />Committee in accordance with their respective responsibilities and
<br />interests, and with the intent of the Water Resources Planning Act,
<br />Public Law 89-80.
