East slope water users also discussed a plan for the delivery of our share of the
10,825 acre-feet to the Recovery Program. Denver Water is prepared to deliver
the east slopes half of the water. If users choose to use Denver's water as their
source they will be charged for the cost associated with power interference
resulting from the spring delivery of the water. In many years there may not be
power interference, so there would be no charge. The worst case would be that
those entities using Denver's water as their source for their share of the flow
augmentation water would pay approximately $8.00 per acre-foot. We also have
the option of using another source. In our case we are still trying to get approval
to use our Ruedi Replacement Pool water for our share (600 acre-feet). We
should hear something from the Bureau within the next few weeks.

Update: Fry-Ark Project Water Scheduler-- The Bureau has announced that
John Gierard, water scheduler for the Fry-Ark Project, will be leaving the Bureau
to work for the Westem Area Power Administration. The position of water
scheduler is important to the District because it handles all the day-to-day
operation decisions for the Project-when and where to move water. I talked to
Jack Gamer about this change in personnel, and I first advocated that water
scheduling should become a District responsibility. Jack does not consider that
an option. I then told Jack that the Fry-Ark Project water scheduler position
should be located in Pueblo closer to the facilities and customers of the Project.
He said he would consider that idea. I think the District should push for the water
scheduler position to be located in the Bureau's Pueblo office. We work very
closely with this position in the management of the Project. I would recommend
that we send the Bureau a written request to locate the position in Pueblo.

O&M Budget Review- The District staff will continue to monitor activities and
costs associated with the Bureau's O&M on the Fry-Ark Project. We will provide
the Board with regular O&M progress reports every 3 months. The FVA has
asked B&V to evaluate the repair work options for the slide gates at Pueblo Dam
(see attached memo from B&V). The hope is that FVA could do the work through
private engineers less costly than having the work managed through the Bureau.
B&V will issue a report late summer 1999.

Update: Fountain Creek Watershed Forum-About 8 months ago the Fountain
Creek Watershed Forum was formed to address issues related to flood flows and
erosion on the Fountain Creek. The Forum is lead by the Pikes Peak Area
Council of Govemments and the Pueblo Area Council of Govemments. Given
the recent flooding along the Fountain and down river, the work of the Forum has
gained interest among the broader community. I have been asked to contact the
Forum on behalf of the District and encourage them to move quickly toward
resolving the flood flows problem on the Fountain. In addition, I have been asked
to help facilitate a push to secure federal and state support for channel
maintenance problems in the La Junta area. I see these two efforts as related--
flood flows on the Fountain send water and sediment to La Junta that they can't

4
