U III ;) ~ ~

General Manager's Report
1999
May 21st through June 16th--Update

Water and Storage Needs Assessment Enterprise-Report

Storage Study CommitteelWater and Storage Needs Assessment- Work
continues toward the development of the "preferred storage option(s) plan."
Following the May 20th Storage Study Committee meeting we sent out meeting
minutes and a list of following-up items (see attached).

As provided for in our MOU with Colorado Springs Utilities, Black & Veatch and
Montgomery Watson have begun the technical and NEPA review of the
proposed storage options. This process includes meetings with each of the
potential state and federal regulatory agencies that may have jurisdiction over
the development of all or a portion of the storage alternatives. We have already
met with the USBR and the Corps of Engineers. Enterprise staff is participating
in all these meetings. Findings from this NEPAltechnical review will be presented
to the SSC early this fall.

We have not yet received a response from the Bureau regarding our proposed
work plan for their involvement in the Water and Storage Needs Assessment
Project-SSC. We sent them a letter April 12, 1999 (see attached). They have
promised a response as soon as possible.

A Financing Sub-committee is being formed to help determine the options for
funding the elements of the preferred storage options plan. Neva Treiber and
Anne Nicholas will co-chair this subcommittee work. Neva and I will meet with
Ann June 15th to establish specific objectives for this work. Update: Neva and I
met with Ann Nichols and established an objective for the work of the Finance
Subcommittee. Our objective is to have the subcommittee evaluate funding
altematives for the development of the elements of the preferred storage
option(s) plan (PSOP). These altematives may include an integrated or joint
financing plan that may require the larger, direct beneficiaries of the PSOP to
fund the major portions of the project(s). A funding plan will be presented to the
Enterprise Board at the same time the PSOP is presented. We'll begin the
process Iw sending SSC entities a questionnaire regarding their financial means
and commitment to funding the storage elements of the PSOP. Ann and Neva
will co-chair this subcommittee.
