<br />U III ;) ~ ~ <br /> <br />General Manager's Report <br />1999 <br />May 21st through June 16th--Update <br /> <br />Water and Storage Needs Assessment Enterprise-Report <br /> <br />Storage Study CommitteelWater and Storage Needs Assessment- Work <br />continues toward the development of the "preferred storage option(s) plan." <br />Following the May 20th Storage Study Committee meeting we sent out meeting <br />minutes and a list of following-up items (see attached). <br /> <br />As provided for in our MOU with Colorado Springs Utilities, Black & Veatch and <br />Montgomery Watson have begun the technical and NEPA review of the <br />proposed storage options. This process includes meetings with each of the <br />potential state and federal regulatory agencies that may have jurisdiction over <br />the development of all or a portion of the storage alternatives. We have already <br />met with the USBR and the Corps of Engineers. Enterprise staff is participating <br />in all these meetings. Findings from this NEPAltechnical review will be presented <br />to the SSC early this fall. <br /> <br />We have not yet received a response from the Bureau regarding our proposed <br />work plan for their involvement in the Water and Storage Needs Assessment <br />Project-SSC. We sent them a letter April 12, 1999 (see attached). They have <br />promised a response as soon as possible. <br /> <br />A Financing Sub-committee is being formed to help determine the options for <br />funding the elements of the preferred storage options plan. Neva Treiber and <br />Anne Nicholas will co-chair this subcommittee work. Neva and I will meet with <br />Ann June 15th to establish specific objectives for this work. Update: Neva and I <br />met with Ann Nichols and established an objective for the work of the Finance <br />Subcommittee. Our objective is to have the subcommittee evaluate funding <br />altematives for the development of the elements of the preferred storage <br />option(s) plan (PSOP). These altematives may include an integrated or joint <br />financing plan that may require the larger, direct beneficiaries of the PSOP to <br />fund the major portions of the project(s). A funding plan will be presented to the <br />Enterprise Board at the same time the PSOP is presented. We'll begin the <br />process Iw sending SSC entities a questionnaire regarding their financial means <br />and commitment to funding the storage elements of the PSOP. Ann and Neva <br />will co-chair this subcommittee. <br />
