<br />, , <br /> <br />. <br /> <br />. <br /> <br />2) Recovery Implementation Committee: An im?lementation <br />committee is established to oversee the recovery progress. <br />~embership includes representatives from the U.S. Fish and <br />Wildlife Service, the U.S. Bureau of Reclamation, the states of <br />Colorado, Wyoming and Utah, the Ivestern Area Power Administration, <br />water development interests, and conservation organizations. <br /> <br />3) Water Management: The program secs forth the means for <br />identifying flow needs for endangered fish species habitat in <br />the Upper Colorado River Basin and the means for acquiring those <br />flows pursuant to state water law. Acquisition of water to meet <br />the habitat needs of endangered species in accordance with state <br />water law assures continuing legal protection of flows under <br />state water rights systems. <br /> <br />4) Habitat Develo?ment and Maintenance: The program provides <br />for development and enhancement of the physical habitat of <br />endangered species including development of backwaters, nursecy <br />habitat, spawning habitat and implementation of fish passage <br />facilities to expand the range of available habitat for the species. <br /> <br />S) Stocking of Rare Fish Species: Rearing of endangered <br />fish species in hatcheries and in grow-out ponds located along <br />the river provides an opportunity for endangered species to reach <br />a size where they are not susceptible to predation prior to <br />reintroduction. The Recovery Program provides for research to <br />ensure the genetic integrity of hatchery stocks, the development <br />of hatchery capability, and use of grow-out ponds in the natural <br />environment to achieve population goals to be established by the <br />Recovery Implementation Committee. <br /> <br />6) Non-native Species and Sport Fishing: The Recovery <br />Program calls for curta~lment of stocking of non-native species <br />in areas where such species might conflict with endangered species. <br />Related provisions include: research on the degree of competition <br />and predation in specific areas; review of sport fishing practices <br />and regulations to assure protection of endangered species; a <br />multi-faceted information and education program to educate <br />fishermen on the need for conserving endangered fish species; and <br />a rigorous enforcement program. <br /> <br />7) Research, Monitoring and Data Management: A IS-year <br />research program has been developed to prioritize and organize <br />research needs in support of specific recovery goals. Detailed <br />study plans are being developed and criteria are being established <br />to evaluate the success of research efforts. A standardized <br />monitoring program has been implemented to ensure application of <br />consistent methodology in monitoring endangered species populations <br />and tracking those populations towards recovery goals. A <br />centralized data management system has been established to <br />facilitate research activities and to make the best possible use <br />of existing data. <br /> <br />Annual Funding: Total annual funding for the Program is $2.3 <br />million (1988 dollars), to be adjusted annually for inflation. <br />For FY '90, funding sources and amounts incl11de: U.S. Bureau of <br /> <br />-2- <br /> <br />* 6. * <br />
