<br />0\ .f' ,I' <br /> <br />. <br /> <br />. <br /> <br />March, 1989 <br /> <br />SUf1:1ARY <br /> <br />RECOVERY I!1PLEMENTATION PROGR.I\M FOR <br />ENDANGERED FISH SPECIES IN <br />THE UPPER COLORADO RIVER BASIN <br /> <br />Purpose: To protect and recover endangered fish species in the <br />Upper Colorado River Basin (Figure, next page) in compliance with <br />the Endangered Species Act of 1973, while providing for future <br />water development, and in a manner compatible with all <br />applicable state water laws. The endangered species include the <br />Colorado squawfish, humpback chub, and bony tail chub. The <br />razorback sucker, a candidate for listing under the Act, will <br />also be managed under the Program to ensure that it will not <br />require the protection of the Act. <br /> <br />Program Development: The Recovery Program was developed between <br />March, 1985 and December, 1987 by representatives of a wide <br />range of constituencies, including: <br /> <br />State of Colorado <br />State of Utah <br />State of Wyoming <br />environmental interests <br />water development interests <br />U.S. Fish and Wildlife Service <br />U.S. Bureau of Reclamation <br /> <br />The Program was developed to resolve potential conflicts between <br />protection of endangered species and future water development <br />in the Upper Basin. <br /> <br />Program Implementation: In January, 1988, the Secretary of .the <br />Interior, the Governors of Colorado, Utah, and Wyoming, and the <br />Administrator, Western Area Power Administration signed a <br />Cooperative Agreement initiating the Recovery Program. The <br />Program has been formally endorsed by the following water <br />development and conservation organizations: <br /> <br />Colorado Water Congress <br />Utah Water Users Association <br />Wyoming Water Development Association <br />National AUdubon Society <br />Environmental Defense Fund <br />Colorado Wildlife Federation <br /> <br />Program Elements: The Recovery Program produced through this <br />process includes the following basic features: <br /> <br />1) IS-Year Time Frame: The goal of recovering endangered <br />species in the Upper Basin is established within a fifteen-year <br />time frame. <br /> <br />-1- <br /> <br />* 6. * <br />
