Initial estimates of recovery cost look pretty small compared to today's estimate of <br />$50-90 million. <br />. Recovery Program shifting from $2-3 millionlyr research phase (years 1-5) into <br />approx. $7-10 millionlyr implementation phase. <br />. To date approx. 5/8 of program costs were supported by CRSP power revenues, <br />1/4 by funds appropriated to the FWS and Reclamation, and 1/8 by state actions <br />and "depletion fees" paid by Water Users. <br />. Bureau of Reclamation has apparently requested less than the Recovery Program <br />believes will be needed for FY96; causing considerable discomfort among <br />Reclamation's partners in the Recovery Program (something the Bureau has honed <br />to a fine art, through grazing reform, Grand Canyon "spike flow," Glen Canyon <br />"flash boards," and Reclamation Reform Act proposals). <br /> <br />F.
