"We really prefer to see these arrangements made within <br />the state's existing framework of laws and property rights," he said. <br /> <br />Robert Wigington, the water attorney for The Nature Conservancy's western <br />regional office, said, "This procedure could finally break an impasse of uncertainties <br />about how much water needs to be left in the big tributaries of the Colorado River to <br />recover its endangered, native fish and how much of those same tributaries should be <br />reserved for development. It is a sensible, step-by-step strategy for eventually fitting <br />together instream flow protection for the fish and water development.
