Public Policy Affecting the Energy Industries

- Our initial research in this field of study deals with eXlstmg federal
policies relating to electric power-both in the regulation of private utilities
and in relation to public and co-operative ownership of electric power
facilities. lVlore particularly, it involves tracing and analyzing the his-
torical development of both of these present-day groups of policies. Henry
P. CauHleldJ Jr. used part of this research in preparing a paper on the
contemporary status of federal electric power policy, which served as a
basis for a panel discussion at the annual meeting of the American Political
Science Association.

Long-Run Trends in Copper Costs

- O. C. Herfindahl's study of the behavior of the cost of copper since
1870 was in first draft at year's end, and under review by persons with
specialized knowledge in the field. Copper was selected for initial analysis
because it is one of the non fuel minerals which have arollsed concern
over the presumed deterioration in the quality of resources which could lead
to rising costs. An account of the methods used in the copper study and
of some of the preliminary findings appears on page 32.

Historical Statistics of Millerals

- At the request of the Social Science Research Council, a comprehensive
compilation of energy and mineral statistics in the United States, extending
"back to the late eighteenth and early nineteenth centuries in some in-
stances, has been prepared by Sam H.
