Box 61470
Boulder City. NY 89006-1470

.- -
- .

FEB 2 3 199

DIR
sc
ASC
F
I
L
E

LC-460
WTR-4.JO

To: All Interested Parties

FromillCn V. LeGrand Nei lson
N~egional Supervisor of Water, Land, and Power

Subject: Estimate of 1994 Colorado River Water Use

Attached are the forecasts of 1994 water use for all users in the lower basin.
The forecast currently indicates that total mainstream Colorado River water use
by Lower Division States is below the 7.5 million acre-foot limit established in
the Annual Operating Plan for 1994.

Projected 1994 water use is based on actual use during January 1994, users
historical use patterns, and scheduled use provided by users. Projected use for
each user is being provided so that water users can monitor their use of water
and avoid any overuse during the year. Because seasonal agricultural
requirements can vary significantly from year to year, it is emphasized that all
users should promote water conservation and plan to keep water use within their
annual entitlement.

We expect the actual use data contained in the projections will provide the basis
for the "Compilation of Records in Accordance with Article V of the Supreme Court
of the Uni ted States in Ari zona v. Ca 1 Horni a" (Art i cl e V records) for calendar
year 1994. As a result, we are asking that each user review the actual use data
and notify us if any of the records appear to have errors. Your review of the
accuracy of the records during the year will help us complete the final Article V
records in a timely fashion. The final 1994 Article V records will be used to
determine, among other things, the extent to which any individual user of
Colorado River water may have exceeded their entitlement. In such cases, the
final records will serve as the basis for requiring reductions in water use in
future years in order to offset any such inadvertent overruns that may have
occurred.

For any further information concerning our water use accounting and projection
process, please contact Mr. Alden Briggs at (702) 293-8677.

Attachment
