The primary source of irrigation water
would be provided from the Ruedi Reservoir, a feature of tLe Frying-
pan-Arkansas project authorized by the Act of July 16, 1962 (Public
Law 87-590). This legislation gave priority to investigations of the
Basalt project as a potential use of Ruedi Reservoir water. The Ruedi
Reservoir was included in the Fryingpan-Arkansas project to provide
replacement storage for existing water uses on the Western Slope and
to provide additional storage for future Western Slope water resource
developments. Utilization of Ruedi Reservoir water plus natural flows
of local streams would provide irrigation water to a total of 20,489
acres in the Basalt Project.

The major features of the potential Basalt Project as presented
in a December 1962 Reconnaissance Report include: the Basalt conduit
which would head at Ruedi Reservoir and deliver water to terminal
storage at the existing Missouri Heights Reservoir or to an alternate
site on either Cattle Creek or CoutIer Creek; the Landis Canal would
head at the terminal storage reservoir and distribute water to Upper
Cattle Creek and Spring Valley areas; and the Carbondale Canal would
pick up reservoir releases about one mile below the reservoir for de-
livery to the Carbondale and Sopris areas.

The Construction cost of the Basalt Project was estimated at
$17,545, 000 based on prices of January 1962. This includes $1,885,000
of Ruedi Dam and Reservoir costs apportioned to Basalt Project use
based on the percentage of Ruedi Reservoir yield utilized.

Water rights for the Basalt Project were secured with equal
priority to those for the Fryingpan-Arkansas project by the Colorado
River Water Conservancy District.
