UNITED STATES
DEPARTMENT OF THE INTERIOR
BUREAU OF RECLAMATION
Region 4
Post Office Box 360
Salt Lake City 10, Utah

October 31, 1950

To: Commissioner, Bureau of Reclamation

From: Regional Director, Region 4

Subject: Supplemental Report on the Lyman Project, Wyo.

Submitted herewith is my report on the potential Lyman project
in the Upper Green River Basin in southwestern Wyoming. It is a supple-
ment to the comprehensive plan report, entitled Colorado River Storage
Pro.iect ~ Participating Pro.iects, dated September 1950.

The Lyman project is one of a group of developments described
and designated as participating projects in the report of the Regional
Director on the Colorado River Storage project and participating projects
and is recommended in that report for authorization. The attaohed report
provides information on the Lyman project in greater detail than does the
comprehensive plan report.

The Llfman project is novel in that it would provide for irri-
gation an average of 32,500 acre-feet of reservoir water annually without
oausing additional depletions of the Green and Colorado Rivers. Water
heretofore evaporating from swamps and other nonproductive areas would be
controlled in the Bridger Reservoir and made available for beneficial con-
sumptive use. Since the project would not deplete the flow of the Colo-
rado River, it is not dependent on the Colorado River Storage project for
river regulation. Consequently, no part of the storage project cost is
assigned to the Lyman project for the purpose of benefit-cost analyses.
The Lyman project is dependent on the storage project, however, for reve-
nues to help defray its construction costs.

The attached report consists of a synopsis followed by sub-
stantiating reports in greater detail.

~

~ ~~-.~

-

Regional Director
