Surface-disturbing activities above the casual use level would be detrimental to <br />protection of these resources. <br /> <br />Overall, the proposed action is considered necessary to protect important resource and recreation <br />values along this segment of the Colorado River. There are important riparian, ecological. <br />cUltltra1, paleontological, and historic values, including National Register eligible properties <br />within the Area. The Colorado River Headwaters Scenic Byway runs along portions of the river <br />corridor following US Highway 40 and the Trough Road (Grand County Road #1 and Eagle <br />County Road #11) and the river is one of the most highly utilized recreational float boating rivers <br />in Colorado. The Area also contains critical deer and elk winter range. BLM has constructed <br />numerous recreational facilities within the area and plans to construct more. The proposed action <br />would be anticipated to protect these uses and values. <br /> <br />PLAN CONFORMANCE REVIEW: <br /> <br />The proposed action is subject to the following plan: <br /> <br />Name of Plan: Kremmling Resource Area, Resource Management Plan and <br />Record of Decision, December 19,1984 <br /> <br />Aoolicable Amendment: Oil and Gas Plan Amendment to the Kremmling Resource <br />Management Plan, November 11, 1991 <br /> <br />The proposed management prescriptions have been reviewed for conformance with this plan (43 <br />CFR 1610.5, BLM 1617.3). <br /> <br />REMARKS: The proposed action is not in conformance with the existing RMP. This action <br />would expand the SRMA boundary and incorporate the identified management prescriptions for <br />the SRMA into the RMP as an amendment. <br /> <br />COLORADO STANDARDS FOR PUBLIC LAND HEALTH: <br /> <br />The proposed action and alternatives is not anticipated to have an appreciable impact on the <br />Standards of Public Land Health (Soils, Standard # 1; Wetlands. Standard #2; <br />\legetationlWildllfe, Standard #3: Threatened and Endangered Species, Standard #4: Water <br />Quality, Standard #5). Where applicable, these Standards are addressed in specific resource <br />discussions in the Affected EnvironmentlEnvironmental Consequences section. <br /> <br />RELATIONSHlPTO STATu'TES. REGULATIONS. OR OTHER PLANS: <br /> <br />The proposed action to amend the RMP is made under the authority of Sections 202 and 302 of <br />the Federal Land Policy and Management Act of 1976 as amended. <br /> <br />6 <br />
