These precepts have been observed in the selection of the team and in the <br />formulation of the management guidelines which follow. <br /> <br />Team Members and Disciplines <br /> <br />Uoyd J. Gronning, P.E. -- Project management; water resources <br />Responsible for the technical, water management, and water valuation portions of the <br />study. As principal for GEC, he has overall responsibility for the project. <br /> <br />John R. Clark, Ph.D., PE. -- Project manager, water resource systems <br />Dr. Clark is the designated team leader and client liaison. John N. Winchester, a water <br />resources engineer with GEC, will assist Mr. Gronning and Dr. Clark in the data gathering, <br />water inventory, and impact assessment portions of the work. . Steve D. Leslie, P.E. will <br />assist Dr. Clark by developing design criteria, perfonning hydraulic analysis, planning <br />system layout, and developing opinions of probable cost of the selected alternatives. <br /> <br />Kevin B. Pratt, J.D. -- Legal, water administration <br />He will research legal and administrative requirements of water transfer scenarios and act <br />as legal counsel for the study. Mr. Pratt will lead the initial identification of issues, the <br />development of baseline conditions in alternative definition, and assist in the remaining <br />tasks . <br /> <br />J. Gordon Milliken, Ph.D., P .E. - Economics, environmental assessment <br />Assess water markets, water marketing strategies, and economic impacts which may result <br />from implementation of the alternative water management scenarios. Dr. Milliken will <br />direct the assessment of riparian effects of the water management scenarios to include the <br />research available on changes in habitats and water quality. <br /> <br />Sallye W. Smith, -- Research Ubrarian <br />Assist in data collection, assembly and organization, assist in preparation of the technical <br />supplement to the Final Report. <br /> <br />Donald E. Nielsen -- Agronomy, soil science, land rehabilitation <br />Assemble and analyze soil and crop data from the u.s. Soil Conservation Service and <br />others on lands under the Ft. Lyon Canal. Guide the team in the formulation of soil impact <br />analysis methods, water quality impact assessments, and detennination of mitigation <br />strategies. <br /> <br />2 <br />
