length is expected to be significantly reduced during project construction, as
the designers work with individual landowners and the UVWUA to design
the most efficient system. Based on a preliminary analysis of opportunities,
reductions in length totaling 14 miles are displayed in this report. In
addition, the program would also include measures to replace losses to
wildlife habitat and wetlands which would result from construction of these
components.

Construction of a concrete pipe manufacturing facility similar to that used
on Reclamation's Shoshone Project in Wyoming has been considered.
Although the use of such a facility should remain an option, current prices
from local commercial pipe suppliers are favorable. Using these suppliers
has been assumed as a basis for estimating costs for this report.

Construction of the improvements would be funded and accomplished under
a construction cooperative agreement between Reclamation and the
UVWUA. The UVWUA would install pipe with hired labor and their own
equipment or equipment purchased by Reclamation. The UVWUA has
demonstrated the capability to realize significant cost savings when
compared with the costs associated with a traditional Reclamation
construction program during several R&B programs and in the Winter
Water Replacement Program. Reclamation would be responsible for the
preparation of designs, specification writing, inspection oversite, contract
administration, oversite of right-of-way acquisition, and other
administrative activities. Reclamation would also acquire and develop
habitat replacement features, while a non-Federal entity would manage
those features.

The East Side Laterals Project would reduce salt loading to the Colorado
River system by 63,880 tons annually at a cost-effectiveness value of
$70 per ton (January 1994 price level). Over the long term, this reduction
would help maintain water quality for downstream water users.

Table S-l displays a summary of the estimated total construction cost for
each component including a 20-percent contingency and an IS-percent
engineering and overhead allowance. This overhead allowance covers both
Reclamation activities (noncontract costs) and overhead for the UVWUA.
