Based on a preliminary analysis of opportunities, <br />reductions in length totaling 14 miles are displayed in this report. In <br />addition, the program would also include measures to replace losses to <br />wildlife habitat and wetlands which would result from construction of these <br />components. <br /> <br />Construction of a concrete pipe manufacturing facility similar to that used <br />on Reclamation's Shoshone Project in Wyoming has been considered. <br />Although the use of such a facility should remain an option, current prices <br />from local commercial pipe suppliers are favorable. Using these suppliers <br />has been assumed as a basis for estimating costs for this report. <br /> <br />Construction of the improvements would be funded and accomplished under <br />a construction cooperative agreement between Reclamation and the <br />UVWUA. The UVWUA would install pipe with hired labor and their own <br />equipment or equipment purchased by Reclamation. The UVWUA has <br />demonstrated the capability to realize significant cost savings when <br />compared with the costs associated with a traditional Reclamation <br />construction program during several R&B programs and in the Winter <br />Water Replacement Program. Reclamation would be responsible for the <br />preparation of designs, specification writing, inspection oversite, contract <br />administration, oversite of right-of-way acquisition, and other <br />administrative activities. Reclamation would also acquire and develop <br />habitat replacement features, while a non-Federal entity would manage <br />those features. <br /> <br />The East Side Laterals Project would reduce salt loading to the Colorado <br />River system by 63,880 tons annually at a cost-effectiveness value of <br />$70 per ton (January 1994 price level). Over the long term, this reduction <br />would help maintain water quality for downstream water users. <br /> <br />Table S-l displays a summary of the estimated total construction cost for <br />each component including a 20-percent contingency and an IS-percent <br />engineering and overhead allowance.
