.

.

0420

D. Alternatives to the proposed action.--The Mt. Elbert Pumped-
Storage Powerplant is the principal power generating feature of the
Fryingpan-Arkansas Project and is essential for repayment of costs as
required by law.

Many design alternatives of powerplant and related facilities have been
studied. The design which the Bureau of Reclamation feels will result in
the least environmental impact is planned for construction.

E. The relationship between short-term uses of man's environment
and the maintenance and enhancement of long-term productivity.--
Construction of the pumped-storage powerplant should not result in un-
desirable cumulative and long-term effects. During construction there
will be short-term degradation of the landscape.

The long-term effects resulting from the powerplant will be production of
badly needed electric power. After Twin Lakes is enlarged, more public
fishing and recreation use will be accommodated.

F. Irreversible and ir~etrievable commitments of resources Hhich
would be invalid in the proposed action.--Operation of the powerplant
may affect the marine biology of Twin Lakes. The powerplant will be a
permanent feature, its operation pattern will be fail'ly uniform, and the
lands and water committed to this feature could be considered irreversible
or irretrievable.

7
