<br />. <br /> <br />. <br /> <br />0420 <br /> <br />D. Alternatives to the proposed action.--The Mt. Elbert Pumped- <br />Storage Powerplant is the principal power generating feature of the <br />Fryingpan-Arkansas Project and is essential for repayment of costs as <br />required by law. <br /> <br />Many design alternatives of powerplant and related facilities have been <br />studied. The design which the Bureau of Reclamation feels will result in <br />the least environmental impact is planned for construction. <br /> <br />E. The relationship between short-term uses of man's environment <br />and the maintenance and enhancement of long-term productivity.-- <br />Construction of the pumped-storage powerplant should not result in un- <br />desirable cumulative and long-term effects. During construction there <br />will be short-term degradation of the landscape. <br /> <br />The long-term effects resulting from the powerplant will be production of <br />badly needed electric power. After Twin Lakes is enlarged, more public <br />fishing and recreation use will be accommodated. <br /> <br />F. Irreversible and ir~etrievable commitments of resources Hhich <br />would be invalid in the proposed action.--Operation of the powerplant <br />may affect the marine biology of Twin Lakes. The powerplant will be a <br />permanent feature, its operation pattern will be fail'ly uniform, and the <br />lands and water committed to this feature could be considered irreversible <br />or irretrievable. <br /> <br />7 <br />
