Many substantive environmental questions have been deferred <br />pending the completion of other studies, The E.I.S. is woefully in- <br />adequate in dealing with the question of minimum flows and fisheries <br />management. I ,5. lCEQ 9 1500.8 (a) (3) ) <br /> <br />H. The planning for the balance of the Fryingpan-Arkansas <br />system has not considered local plans (CEQ 9 1500.8 (a) (2) ) <br /> <br />1. The secondary impacts upon local planning have not <br />been considered in the final E.I.S. nor have the requirements <br />for local governments to provide services in the following <br />a rea S : <br /> <br />Schools, Fire Services, Police Services, Developed Recreation <br />Areas, Hospitals, Health Care, l'Jater, SeVier, Road Improve- <br />ments, Road ~laintenance, Libraries, Public Housinq, Low Cost <br />Housing, Dog Control, Sludge Disposal, etc. - <br /> <br />VI.
