During the meetings between the Department of the Interior and the seven <br /> <br />Colorado River Basin States that preceded the promulgation of the Criteria <br /> <br />for Coordinated Long-Range Operation of Colorado River Reservoirs, <br /> <br />various limits and interpretations of the applicable laws and factors to <br /> <br />t <br /> <br />be considered in the determination of the amount of storage required by <br />1 <br />Section 602(a) of Public Law 90-537 were studied. When it became obvious ~~ <br /> <br /> <br />that the views of the Upper Basin States with respect to the factors in ~~o~ <br /> <br /> <br />6 ( ~:sP:.r \' <br />determining 02 a) storage that might result in shortages to the Upper ~ <br />.:",'::>' , <br /> <br />Basin because of Lee Ferry Compact delivery were incompatible with the \}.16. <br /> <br />views of the Lower Basin States, the concepts of P. L. 90-537 were <br /> <br />simply paraphrased in the Operating Criteria, leaving the actual proce- <br /> <br />dures for determining the quantity of 602(a) storage to be formulated <br /> <br />at a later date. We are now at that later date and the need is at hand <br /> <br />to provide hydrologic data and develop the procedures and rationale by <br /> <br />which the Secretary can determine the amount of storage to be accumu- <br /> <br />lated in Upper Basin reservoirs to serve the purposes contemplated by <br /> <br />Section 602(a) of the Colorado River Basin Act of 1968.
