<br />ASSISTAJIT Cm-wIssIor:ER I S INTRODUCTORY STATEMENT <br /> <br />.~ <br /> <br />.' <br />1~~ <br /> <br />Salt Lake City, Utah <br /> <br />We are now in the second half of the eighth year of operation of the <br /> <br />reservoirs of the Colorado River System under the "Criteria for <br /> <br />Coordinated Long-Range Operation of Colorado River Reservoirs," <br /> <br />promulgated by the Secretary of the Interior as a requirement of <br /> <br />Public Law 90-537, the Colorado River Basin Act of 1963 and published <br /> <br />J <br /> <br />in the Federal Register June 10, 1970. <br /> <br />Each year since January 1972 the Secretary has sent to Congress and <br /> <br />to the Governors of the Colorado River Basin States his report on <br /> <br />the Operaticn of the Colorado River Basin including a plan of <br /> <br />operation each time for operating during the current year in accord- <br /> <br />ance with the Operating Criteria. On three occasions, Water Years <br /> <br />1975, 1976, and 1977, the Secretary has presented a plan which <br /> <br />included annual releases of water at Glen Canyon Dam in excess of <br /> <br />8.23 million acre-feet on the basis that such water in eAcess of <br /> <br />8.23 million acre-feet was not needed in upper basin reservoirs to <br /> <br />.. <br /> <br />meet the requirements of Section 602(a) of Public Law 90-537.
