<br />~ <br /> <br />A. PURPOSE & SCOPE <br />The purpose of this study is to define the amount of storage needed <br /> <br />in the Upper Basin reservoirs in order to deliver at Lee Ferry the required <br /> <br />release to meet the 75 million acre-feet every 10 years as provided in <br /> <br />Article III (d) in the Colorado River Compact and deliver such amount as <br /> <br /> <br />may be required to satisfy Article III (c) in providing for 1/2 of the <br /> <br /> <br />deficiency in waters available for delivery to Mexico. In order to <br /> <br /> <br />avoid a critical determination of the Upper Basin's obligation toward <br /> <br />satisfying the Mexican Treaty water, studies to determine 602(a) storage <br /> <br />requirements include both a delivery of 8.25 million acre-feet per <br /> <br />year at Lee Ferry and 7.5 million acre-feet at Lee Ferry. The historical <br /> <br />records of 1906 through .Water Year 1376 have been utililized in developing a <br />possible water supply available [or the future. These historical stream <br /> <br />flows have been modified to reflect estimated present and future depletions <br /> <br />based on most probable projections of future increases in depletions as <br /> <br />well as the extreme conditions that can be visualized. The studies <br /> <br />presented herein reflect what is believed to be the full range of conditions <br /> <br />that may reasonably occur in the future. The summaries presented in Part D <br /> <br />define the amount of storage that should be maintained each year in the <br /> <br />future in order for the Upper Basin to deliver its committment at Lee <br /> <br />Ferry without restricting its use of water under Article III (a) of the <br /> <br />Colorado River Compact. The studies that were prepared in 1969 and 1970 <br /> <br />when the operating criteria were being formulated are appended to this <br /> <br />report to provide further justification and reference in the use of the <br /> <br />values for 602(a) storage developed herein. <br /> <br />~ <br /> <br />. . <br /> <br />~ <br /> <br />~ <br />
