Introduction <br /> <br />The purpose of this report is to announce a revision in the <br />proposed adjustment in wholesale power rates for capacity and <br />energy available to customers in the Colorado River Storage <br />Project's (CRSP) marketing area in connection with operation of <br />the project. The revised proposed rate for the wholesale firm <br />power is about 14 percent lower than the proposed power rate <br />adjustment announced in April 1979. Written comments on the <br />revised proposed rate adjustment will be accepted for 30 days <br />after the date of this announcement. All information pre- <br />sented and comments received will be presented to the Assistant <br />Secretary for Resource Applications, Department of Energy, for <br />hi s proposed deci si on. In accordance with "Procedures for <br />Public Participation in General Adjustments in Rates for Power <br />Marketed by the Western Area Power Administration," as published <br />in the Federal Register on March 23, 1978 (43 Fed. Reg. 12080), <br />and as amended by the Federal Register notice on February 7, 1979 <br />(44 Fed. Reg. 7797), the proposed decision will be submitted to <br />the Federal Energy Regulatory Commission for confirmation <br />and approval. <br /> <br />II. Revised Proposed Rate Adjustment <br /> <br />Based on review of the record developed during the public <br />information and comment forums and administrative review, it <br />is proposed that the rates will be: <br /> <br />Firm Power and Energy <br /> <br />Demand charge - $1.745 per kW per month <br /> <br />Energy charge - 4 mills per kWh <br /> <br />Peaking Power without Energy <br /> <br />Demand charge - $1.745 per kW per month <br /> <br />At 58.2 percent load factor, the revised proposed rate is 8.11 <br />mil 1 s per kWh, an increase of 23.8 percent over the exi st i ng <br />rate and 14.2 percent less than the rate proposed in April 1979. <br />For contract violations involving unauthorized overruns, the <br />rate will be 10 times the above rates. <br /> <br />III. Previous Public Forums <br /> <br />On April 5, 1979, a copy of the CRSP brochure dated April 1979, <br />entitled "Proposed Power Rate Adjustment," was sent to all <br />project customers and other interested persons and a notice <br />
