<br />12 <br /> <br /> <br />. <br /> <br />. <br /> <br />preamble to the Interim Final Price Standard that "while <br />the price standard is intended to apply to all 'Govern- <br />ment enterprises,' any statute mandating a particular <br />pricing policy will, of course, take precedence." Since <br />Western is required to set its rates in accordance with <br />P.L. 84-485, Western feels that this takes precedence <br />over the Wage and Price Guidelines. <br /> <br />4. Flood Control Act of 1944 <br /> <br />The issue of whether the proposed increase might violate <br />5 of the Flood Control Act of 1944, which states that <br />the Secretary of the Interior "shall transmit and <br />dispose of such power and energy in such manner as to <br />encourage the most widespread use thereof at the lowest <br />possible rates to consumers consistent with sound <br />business principles" was also raised in the comments. <br /> <br />Western feels that even with the increase, it is selling <br />power at the lowest possible rates in accordance with <br />its statutory mandate. Western's prices are very <br />competitive, and thus, Western is in keeping with both <br />sound business principles and statutory requirements. <br />
