The remaining portion of the project may compete for funding <br />in Reclanlation's Basinwide Program under the authorities of P.L. 104-20. <br /> <br />o <br />C'1 <br />en <br />....:J <br /> <br />Lower Gunnison Basin Unit, Colorado <br /> <br />The winter water replacement system authorized by P.L. 98-569 has been completed. The LOwer <br />Basin Fund has been repaying expenditures in the year after they occur. The Upper Basin Fund <br />has paid Us full allocation to avoid further interest charges. <br /> <br />The remajning portion of the project, the East Side Lateral portion, will compete for funding in <br />Reclamation's Basinwide Program under the authorities of P.L. 104-20. In 1998, a <br />demonstr~tion project was found to be competitive and was accepted into the Basinwide Program. <br />The project will cost share with the Department of the Interior's irrigation drainage (selenium) <br />program funds with the salinity program. The purpose of the demonstration project is to evalUate <br />the effectiyeness of salinity control measures to control selenium. If it can be demonstrated that <br />salinity control methods are effective at controlling selenium pickup, other joint projects maybe <br />proposed. <br /> <br />Paradox Valley Unit, Colorado <br /> <br />This project intercepts extremely saline brines before they reach the river and then disposes of the <br />brine by d,eepwell injection (16,000 ft well). Reclamation plans to continue to blend fresh water <br />into the brine to prevent sulfate precipitation in the injection well. This limits the injection to a <br />theoretical maximum of 128,000 tons per year. Actual injection tonnages for the year were <br />107,000 t~ns. Operating costs were estimated at $2.8 million. Actual operating costs for FYc98 <br />were down to $1.4 million due to improvements in equipment reliability and absence of power <br />contract which would cost an estimated $0.7 million/yr. <br /> <br />A nano-filtration proposal by Burns and Roe (the operators of the facility) was found to be <br />competitive and accepted into the Basinwide Program. Nano-filtration of sulfates will be tested <br />and may allow for higher concentrations of brine to be injected. This may allow up to 180,000 <br />tons per y~ar to be injected. . <br /> <br />Basinwide Salinity Program Overview (P,L. 104-20) <br /> <br />In July 1995, Public Law 104-20 was signed into law. It authorizes the Secretary to implement a <br />basinwide salinity control program, directs the Secretary to prepare a planning report on the new <br />program, and authorized $75,000,000 to be appropriated. <br /> <br /> <br />In February 1996, Reclamation completed the required report and published a request for <br />proposals (RFP) under P.L. 104-20. The Secretary endorsed the report and forwarded it to <br />Congress. . No comments were received during the 30-day waiting period. Congress appropriated <br />$500,000 for awards in FY-96. The ranking committee selected a portion of the San Juan- <br />Hammond .Project. Reclamation executed a construction cooperative agreement with the district <br />on September 26, 1996, obligating FY-96 funds for the work. <br /> <br />Proposals for FY -97 new starts were received in response to the RFP in August 1997 and were <br />ranked.
