Activi-
ties therefore are not specifically scheduled in advance. The FPC/CRO
serves as a review consultant on federal projects and the review author-
ity over licensing actions. Budget estimates are based on past experience,
in part, plus a knowledge of activities required in connection with on-
going or definitely proposed projects or programs, such as membership
on the MRBC,

The FPC also collects, on a continuing basis, a large amount of
basic data concerning the electric power industry which is used as
basic data in formulation of conclusions and advise to other agencies
on power matters in general. For example, such basic data is used in
projections of future power loads and the useability and economics
of proposed hydro installations and the requirements for steam-electric
cooling water supplies. In addition, the FPC conducts major studies, such
as the National Power Survey, in which the CRO participates,
