<br />-12- <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Administrative grants under Section 306 of the act sets forth the <br />requirements and provides funds to assist the states with the costs of <br />administering their respective management programs subsequent to approval <br />by the Secretary of Commerce, Draft approval criteria and administrative <br />grant guidelines are scheduled for distribution and comment in the Federal <br />Register in July 1974 with final publication scheduled for October 1974, <br /> <br />Interagency and intergovernmental coordination is one of the most <br />important responsibilities of the states and the Office of Coastal Zone <br />Management (OCZM) in the development and implementation of coastal zone <br />management programs, States must consult with, cooperate with and coordinate <br />activities with other interested federal agencies, interstate organizations, <br />local governments and areawide agencies. It is essential that all relevant <br />public and private interests participate in the development of state CZM <br />plans in order to insure maximum compatibility between the approved manage- <br />ment plan and other affected interests in the coastal zone, OCZM is presently <br />actively involved in establishing the mechanism by which this participation, <br />review and approval process will be established and maintained, <br /> <br />Sanctuary provisions, in accordance with Section 312 of the act, author- <br />izes the OCZM through a matching grant formula to assist the states in the <br />acquisition, development and operation of estuarine sanctuaries in order that <br />scientists, students and others may have natural field laboratories in which <br />observations and experiments can be conducted, These areas will be designated <br />based on biogeographic classifications in order to reflect regional differentiations <br />and significance. Final estuarine sanctuary guidelines were published in the <br />Federal Register on June 4, 1974, at 15 CFR 921, <br /> <br />In addition, the OCZM has been delegated the authority to administer <br />Title III of the Marine Protection, Research and Sanctuaries Act of 1972 <br />(P,L, 92-532) which calls for the designation of certain areas of ocean water <br />(to be determined by the Secretary of Commerce in conjunction with coastal <br />states and selected federal agencies) for the purpose of preserving them or <br />restoring them due to their recreational, ecological or esthetic values, These <br />marine sanctuaries, which can encompass waters as far seaward as the outer <br />edge of the Continental Shelf, can and should in some instances serve to <br />complement the estuarine sanctuary program and the two programs will be <br />conducted in close cooperation with one another, The guidelines for marine <br />sanctuaries were published in the Federal Register on June 24, 1974, at 15 CFR <br />922. <br /> <br />The status of the CZM Program, as of July 1, 1974, is summarized below: <br /> <br />(1) Twenty-eight (28) program development grants have been awarded <br />to the states, totalling nearly 7,2 million dollars in federal <br />support. <br /> <br />(2) Three additional applications are now being processed for <br />award in early FY 1975, <br /> <br />(3) A grant award has been made to the State of Oregon for an <br />estuarine sanctuary, <br />
