<br />Periodic and special publications present basic data, analytical,
<br />and interpreta~ive reports, Forecasts, both meteorological and hydrological,
<br />are given as wide and instantaneous distribution as possible by radio, tele-
<br />vision, press, telephone and telegraph, Routine coordination and exchange
<br />of information for operational purposes is conducted by local National Weather
<br />Services offices and appropriate field offices of federal and state agencies
<br />concerned with disaster relief; water control and management,
<br />
<br />Because of its responsibility to provide nationwide river and flood
<br />forecasts and warning services, the National Weather Service is interested in
<br />comprehensive water and related land planning studies and project reports,
<br />including future plans and their anticipated implementation, Also of interest
<br />is the application of meteorological and hydrometeorological data and analyses
<br />in planning and in future requirements for basic data and analyses,
<br />
<br />B. The National Ocean Survey (NOSi prepares nautical and aeronautical
<br />charts that promote the safety and efficiency of marine and air navigation;
<br />conducts source surveys and field activities to develop and maintain a basic
<br />network of geodetic control essential to mapping and engineering projects;
<br />and carries out geophysical mapping operations in order to produce bathymetric
<br />maps, geophysical profiles and interpretive reports which facilitate industry's
<br />quest for offshore resources, It supervises the development of multipurpose
<br />data buoy/platforms designed for measuring both oceanic and atmospheric para-
<br />meters and offers facilities for the test, calibration and evaluation of oceano-
<br />graphic instrumentation and sensing systems, In support of NOAA objectives,
<br />NOS operates a fleet of 32 vessels, aerial photography aircraft, marine centers,
<br />testing facilities and laboratories, tide stations and mobile field parties.
<br />NOS specializations include hydrography, oceanography, geodesy, cartography,
<br />photogrammetry, gravity, astronomy and marine geophysics.

<br />NOS has a duty to provide a public service in conjunction with the planning
<br />of water resources and related land use projects (including soil, geologic and
<br />topographic mapping, and boundary surveys) by insuring that reports of such
<br />projects as submitted to the Office of Management and Budget and the Congress
<br />contain information concerning the status of geodetic control in the project
<br />area, On projects where additional geodetic control surveys are needed or
<br />where the project will eliminate effective use of, or destroy existing geodetic
<br />control, the project report should show the nature of the need or the extent of
<br />damage and the estimated cost to replace or establish the control, NOS can
<br />provide information most effectively and expeditiously, and furnish it to the
<br />agency planning the water projects, when they are under study at field level.

<br />C, The National Marine Fisheries Service NMFS was established as a part
<br />of the National ceanic and Atmospheric Administration (NOAA) when NOAA was
<br />created in October 1970, The basic mission of NMFS is to protect and promote
<br />the wise and full utilization of marine fisheries resources while effe~tively
<br />conserving these resources and their habitat, In the water resources field,
<br />NMFS analyzes, reviews and reports on the impact of water resources develop-
<br />ment projects of federal agencies (as well as permits and licenses issued by
<br />federal agencies) upon fish and wildlife resources and their habitat, under the
<br />authority of the Fish and Wildlife Coordination Act, as amended, the National
<br />Environmental Policy Act and related legislation, Specific areas of responsi-
<br />freshwater commercial fisheries and marine mammals, NMFS participates in studies
<br />of the Water Resources Council, through the Associate Membership of the Depart-
<br />ment of Commerce on the council, NMFS maintains in each of its regional offices
<br />an environmental assessment coordinator who handles water resources matters.
