The Maritime Administration (MarAd) has responsibility for promoting, <br />encouraging and developing ports and related transportation facilities in con- <br />nection with water commerce over which it has jurisdiction. <br /> <br />Included among these responsibilities are: <br /> <br />1, Investigation of territorial regions and zones tributary to such <br />ports, taking into consideration the economics of transportation <br />by rail, water and highway and the natural direction of the flow <br />of commerce; <br /> <br />2. Investigation of water terminals, including the necessary docks, <br />warehouses, apparatus, equipment and appliances in connection <br />therewith, with a view to devising and suggesting the types most <br />appropriate for different locations and for the most expeditious <br />and economical transfer or interchange of passengers or property <br />between carriers by water and carriers by rail; <br /> <br />3. Advising of communities regarding the appropriate location and <br />plan of construction of wharves, piers and water terminals; <br /> <br />4. Investigation of the practicability and advantages of harbor, <br />river and port improvements in connection with foreign and coastal <br />trade; and <br /> <br />5, Investigation of any other matter that .may tend to promote and <br />encourage the use by vessels of ports adequate to care for the <br />freight which would naturally pass through such ports. <br /> <br />Additionally, the Maritime administration is responsible for developing <br />preparedness programs covering emergency operation and control of utilization <br />of ports and port facilities. <br /> <br />To fulfill the port development responsibilities, the Maritime Administration <br />participates in international, national, state and local port programs in order to: <br /> <br />1, Conduct surveys, studies and investigations of seaports; render tech- <br />nical advice and assistance to public port bodies, federal agencies <br />and other organizations concerning the administration, operation and <br />physical development of ports with the primary purpose of increasing <br />port operating efficiency through improvement of cargo handllng methods <br />and operating practices and reducing vessel turnaround time in ports, <br /> <br />2, Develop plans for more effective and coordinated effort on the part <br />of agencies of the federal government for the promotion, development <br />and utilization of ports, <br /> <br />3. Advocate measures designed to insure that adequate port capacity will <br />be available to meet the predicted total sea-borne trade, <br /> <br />4. Either independently or working with national and international tech- <br />nical groups, devise functional layouts and design criteria and <br />encourage the construction of modern and efficient terminals to meet <br />the foreseeable needs of ocean vessels, with major emphasis upon the <br />needs of the existing and projected future U,S. flag fleet. <br /> <br />-7- <br />
