<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />000545 <br /> <br />ARMY, DEPARTMENT OF <br />CORPS OF ENGINEERS WATER AND RELATED <br />LAND RESOURCES PROGRAM IN THE MISSOURI <br />RIVER BASIN <br /> <br />The Program <br /> <br />The attached tabulation reflects the Corps' program from the pre-authori- <br />zation study stage through design and construction, Three discrete program <br />levels exist with each level dependent on successful conclusion of the pre- <br />ceding level. The pre-authorization studies lead to project authorization <br />which allows pre-construction planning to start (AE&D), and with completion <br />of AE&D to actual project construction. <br /> <br />Survey Studies (Pre-authorization) <br /> <br />This part of the program is shown in two categories: (1) active, or on- <br />going; and (2) new starts and resumptions, The first category reflects those <br />studies for which funds are in the FY 76 administration budget. The second <br />category reflects those studies which are authorized and have been funded in <br />the past, but deferred for various reasons, and those for which funds have <br />never been appropriated (new starts). All fund reQuirements shown for FY 77 <br />and beyond reflect: (1) capability of the Corps of accomplish at an efficient <br />and orderly rate; and a judgemental assessment to when studies should be <br />started or resumed, based on needs and local support. These dollar values <br />do not reflect budgetary requests. The tabulation is valid up to date of pre- <br />paration and has to be updated annually. For example, between annual prepara- <br />tions new studies may be authorized, views of local interests change, and <br />budgets for the forthcoming year may change funding requirements distribution. <br /> <br />AE&D (Pre-constructive Planning) <br /> <br />During this category, authorized projects (from survey report stage) are <br />affirmed or reformulated because of changed conditions, the project is designed <br />and administrative requirements, such as cost-sharing contracts, assurances, <br />and EIS filling, consummated. After these are met, the project becomes <br />eligible for budgeting for construction. As with the survey program, all fund <br />requirements shown for FY 77 and beyond reflect Corps capabilities to accomplish <br />the work at an efficient and orderly rate. These are not to be construed as <br />budgetary requests. <br /> <br />Construction <br /> <br />This is the actual construction phase of a project. For those projects <br />underway, fund requirements for FY 77 and beyond reflect the Corps' capability <br />to perform the work in an efficient manner. These are, again, not budget <br />requests. For the new starts category, projects and fund requirements reflect <br />projections of when the AE&D stage is successfully completed, Thus, the inter- <br />dependency of this three-stage program - study to implementation - has now been <br />established. As has been outlined, the constraints are many in order to com- <br />plete the cycle, It should also be recognized that actual appropriations in <br />all categories - above or below the "requirements" shown - affects the time <br />of accomplishment. <br /> <br />-5- <br />
