The pre-authorization studies lead to project authorization
which allows pre-construction planning to start (AE&D), and with completion
of AE&D to actual project construction.

Survey Studies (Pre-authorization)

This part of the program is shown in two categories: (1) active, or on-
going; and (2) new starts and resumptions, The first category reflects those
studies for which funds are in the FY 76 administration budget. The second
category reflects those studies which are authorized and have been funded in
the past, but deferred for various reasons, and those for which funds have
never been appropriated (new starts). All fund reQuirements shown for FY 77
and beyond reflect: (1) capability of the Corps of accomplish at an efficient
and orderly rate; and a judgemental assessment to when studies should be
started or resumed, based on needs and local support. These dollar values
do not reflect budgetary requests. The tabulation is valid up to date of pre-
paration and has to be updated annually. For example, between annual prepara-
tions new studies may be authorized, views of local interests change, and
budgets for the forthcoming year may change funding requirements distribution.

AE&D (Pre-constructive Planning)

During this category, authorized projects (from survey report stage) are
affirmed or reformulated because of changed conditions, the project is designed
and administrative requirements, such as cost-sharing contracts, assurances,
and EIS filling, consummated. After these are met, the project becomes
eligible for budgeting for construction. As with the survey program, all fund
requirements shown for FY 77 and beyond reflect Corps capabilities to accomplish
the work at an efficient and orderly rate. These are not to be construed as
budgetary requests.

Construction

This is the actual construction phase of a project. For those projects
underway, fund requirements for FY 77 and beyond reflect the Corps' capability
to perform the work in an efficient manner. These are, again, not budget
requests. For the new starts category, projects and fund requirements reflect
projections of when the AE&D stage is successfully completed, Thus, the inter-
dependency of this three-stage program - study to implementation - has now been
established. As has been outlined, the constraints are many in order to com-
plete the cycle, It should also be recognized that actual appropriations in
all categories - above or below the "requirements" shown - affects the time
of accomplishment.

-5-
